Rubina Khalid was born into a well-known political family in Peshawar, Khyber Pakhtunkhwa. Her father, Syed Zafar Ali Shah, was a Member of the National Assembly (MNA) from 1985 to 1988 and again from 1993 to 1996. He was a close friend of former prime ministers Zulfikar Ali Bhutto and Benazir Bhutto. Her brother, Syed Zahir Shah, also played an important role in politics, serving as the Provincial Minister for Health from 2008 to 2013.
Rubina Khalid studied at Khyber Law College in Peshawar, where she earned her Bachelor of Laws degree.
